No. That thread did not involve proxy at Cloudflare. It was just a badly configured apache server.
I contacted a Cloudflare expert who often posts here. Let's wait for them to comment.

@Kharon I talked offline with a Cloudflare expert and we both agree it is very likely something unique to your local chrome devices that is causing the failure. Maybe not on the devices but something they all share in common that is not shared beyond them.
If you haven't found the answer I think you should consult with a network expert and/or security expert. It is very strange to be sure - intermittent, only affecting some devices, and only that one domain name on that server.
