I would like to get an SSL certificate for my domain, but I can only see options to buy one. I would prefer a cheaper option as I am on a tight budget. Is there a URL I can go to for a cheaper SSL, or do I need to generate my own SSL using documentation?

Note that your webhosting provider might prevent you from getting a free (!) certificate from e.g. Let's Encrypt, maybe so they can get more profit.. While free certificates exist.. Borderline evil IMO.

Usually yes, but sometimes users, like you, haven't run anything (yet). The other questions are important though. E.g., can you log into a root shell (SSH) on your server. Or not. This question is related to the type of hosting you have. E.g. a VPS or shared hosting.
Just answer all the questions to the best of your knowledge. "I don't know what this means" is also a valid answer.

What do you mean with "run a SSH key"? While SSH often uses public key authentication, you cannot "run a key"?

Generating a key is one thing, getting the public key on the server so it will authenticate you is another. But maybe the sites control panel will allow you to do that?
Also, you still haven't filled out the questionnaire, which includes a question about the control panel.
For shared hosting one usuallt uses the control panel to get a certificate.

You can. It's an entirely separate system, apart from any SSL/TLS stuff you might want or need.
Does your cPanel perhaps have some kind of SSL or TLS section?

You might want to consider changing hosting provider, because Pebblehost has a section about HTTPS, but they're using Cloudflare for that, instead of doing the work themselves: PebbleHost Knowledgebase | How to configure HTTPS on your Web Hosting. And that guide is very, VERY minimalistic and shady at best....
Unless you have a dedicated server instead of shared hosting, which is important to know and mention.
