I ran this command:letsencrypt.exe and it worked fine i even trouble shoot the reason why the acme was not able to reach the folder and could not load a file without an extension , but got that fix

That's a human name, not an Internet domain name. Could you tell us what domain name you've registered and issued a Let's Encrypt certificate for?
If you're using IIS, you'll need to create a binding using the certificate after you issue it—I'm not certain, but I don't think that letsencrypt.exe does this for you automatically.
i did some off the binding my self and i think i understand that part but i dont see it working i guess im missing something on the ssl side hope you can help please.
i also try to use this software thinking that i was doing something wrong . and still can not get it right way. . im stuck and need you assistance sir. sorry
