I can see this post from 2023 on the community:
and it 'feels' like the same thing. The whole Cloudflare setup is under the control of the provider so I am hammering them to help and fix this issue if they can..... otherwise will have to move to a different VM provider like Kamatera or someone and migrate the site to a CentOS 7 VM elsewhere to see if this fixes it.
