We’ve had a problem and have been building new a server, when we go to get a new cert, we get an error to many request, but we do not have a copy of the original.

As @JuergenAuer said, you’ve already got 5 certificates in the past 7 days, do you currently have any of those certificates? If not, you’ll need to wait until 12-28 (or 29, depends on your timezone) to get a new certificate.
