My domain is: portal.oralartsdental.com
My web server is (include version): IIS 10.0
The operating system my web server runs on is (include version): Windows Server 2019
Our current internet provider is offline, and our site certificate points to their public IP. How can I get a new certificate to point to our secondary ISP's public IP?

Hi @msenior , and welcome to the LE community forum
IPs point to DNS names.
You need to update your DNS zone.
Change the record that now has the down IP to the IP of the working system.

Let’s Encrypt offers Domain Validation (DV) certificates and does not offer certificates for IP Address (Public or Not Public).

If the backup server has no certificate, you will need to obtain one just like you did for the main server.
But step #1 is being able to reach:
http://portal.oralartsdental.com/
[and connect that to the working server]
