Certbot for Windows was experimental and it is no more.

You might want to also check simple-acme and lego, both are cross platform.

Can you provide tips/information regarding how best to port an existing Let's Encrypt signed certificate so that it can be renewed using Certbot?

Issue a new certificate and let the old one expire
