Is anyone using Plesk on a shared Windows Server without SSL ext?

I ran this command:
brentwoodestateshoa.com/certsage.php

It produced this output:
Cannot create /CertSage

My web server is (include version):

The operating system my web server runs on is (include version):
Windows unknown, ASP.NET 4.8.0

My hosting provider, if applicable, is:
Arvixe

I can login to a root shell on my machine (yes or no, or I don't know):

I'm using a control panel to manage my site (no, or provide the name and version of the control panel):

Arvixe doesn't have the SSL extensions turned on in Plesk. I've checked my permissions, everything seems to be fine. When I go to change my permissions, I notice I'm directed to the .package and not my domain (even though I started in the File Manager of my domain). Do I inherit my permissions from the .package domain??? Arvixe is not responding.

I've been trying to run CertSage.php to create my SSL but it can't create a directory. However, I can manually create the directory. I've changed my PHP to ver 7.4.6., according to documentation if I can change my version the hosting company has enabled read/write permissions for PHP.

My account shows I'm the owner and I have full permission. I can't figure out if I have a setting wrong or even where to look. TIA
