I'm beginning to believe that my ISP is blocking port 80.

Often happens, who is your ISP?
Have you contacted your ISP to see if they block Port 80 and/or 443?

Optumum is the ISP

I have nothing concreate on Optumum, but some searches that show post over 2 years ago had comments about them blocking port 80.
