Let's Encrypt only offers an API (application programming interface) using the ACME protocol and thus does not offer some kind of panel or portal.
A computer application (or library) is required to get and manage the certificates. This is often offered and/or managed by the hosting provider.
That said, the following applies here. Even though some answers might not be relevant, some are (such as hosting provider/panel et c.), so please answer all the questions to the best of your knowledge:

There is no management portal but you can find a list of certificates (by domain name) by querying certificate transparency aggregators, like https://crt.sh
