How can I build a website like community.letsencrypt.org?

Hello every body,
I wanted to build a website community just like community.letsencrypt.org about encryption and TLS/SSL in another language but I couldn’t find anything about the site script and content management.
What is the license of community.letsencrypt.org script? Is it free? (as in free speech not free beer :smiley: ) ?

This site is based on the open source software Discourse I believe. So the “script” and “content managemnet system” is available.

I assume that is all you were asking, and not about any of the content.
