I can ping the site…
What can be wrong?

The IP shown is not one that acme-v02.api.letsencrypt.org
will resolve to. It is part of a reserved shared network space that used for CG-NAT among other things. This means that it is not a routable public address and can exist on more than one network. I know Tailscale makes use of that shared IP space. You may need to seek clarification in a Tailscale Community or see if another member here can shed any additional insight for you.
