ERROR: pywintypes.error: (5, 'CreateDirectory', 'Access is denied.')

My domain is: mail.tginfra.com AND autodiscover.tginfra.com

I ran this command: certbot --csr C:\temp\certreq-exchange3.req --manual --preferred-challenges dns certonly

It produced this output:pywintypes.error: (5, 'CreateDirectory', 'Access is denied.')

My web server is (include version): IIS

The operating system my web server runs on is (include version): Windows Server 2019 (1809 Build)

PS:
1 I ran with CMD and PowerShell (using Run As Administrator).
2 I Gave full permissions for my user account in drive C:
3 I used the Administrator Account
4 I disabled the UAC
