Err_connection_reset to acme-v02.api.letsencrypt.org

Hello.

I'm using the latest version of Plesk control panel installed on a windows server.
while I can see the contents of this page "http://acme-v02.api.letsencrypt.org/" on my other servers, on this specific server, with the ip address of 62.204.61.110 I can not.

it gives me this error: ERR_CONNECTION_RESET

I'm afraid the the ip address is somehow blocked or rate-limited.
can I get some help please?

The acme-v02 endpoint requires https. Do you get the same error using:

curl -I https://acme-v02.api.letsencrypt.org
