I guess that DNR stands for Donétskaya Naródnaya Respúblika? If so, I believe that this may be related to Error creating new authz.Policy forbids issuing for name. ISRG (owner of Let’s Encrypt) is U.S.-based organization, so they are forbidden from providing services to individuals and organizations sanctioned by U.S. government.
Ofcourse it could be, but I need official answer from support, why does my certificate was revoked. No one government officialy didnt` provide any sanctions for DPR, we are usual citizens, so - we should work. And my certificate have to be enabled.
That's not true. The Donetsk People's Republic is officially listed on the United States Treasury Department's list of Specially Designated Nationals, whom United States organizations are prohibited by law from doing business with: Sanctions List Search

The domain in question here was blocked (and all outstanding certificates revoked) because the Donetsk People’s Republic is listed on the U.S. Treasury Department’s Specially Designated Nationals list. We are not allowed by law to serve entities on that list.
