Let's Encrypt doesn't sign certificates for IPaddress SAN currently. Or do you need something else?
Its a shared web hosting, wanted to check if the IP is blocked cause its failing curl -Iv https://acme-v02.api.letsencrypt.org/directory

LE almost never block IP addresses and if so it replies as blocked: btw do you have ipv6 there or just v4 addresses? we meet quite a people here that blocks 172.0.0.0/8 range (too broad, actual internal ip range is 172.16.0.0~172.31.255.255)
Don't use v6, it works fine on our other servers actually
short of ideas but try traceroute to 172.65.32.248 and where it stops?

that actually sound like that IP catched by something earlier: can you do traceroute anywhy: and how long ping time was?
that ping result is too short: that's like inside of same datacenter but Cloudflare doesn't look like have datacenter en Ethiopia.
