I have a cron job running certbot renew with a renew hook, which does not seem to have restarted my Nginx server, but it is possible that I might have also run the certbot renew manually, which might have resulted in a new certificate being downloaded, so that the next time the cron job ran the certificate would not need renewing (so no server restart).
