The packages for Ubuntu 20.04 are having issues: https://github.com/certbot/certbot/issues/7951 Since Ubuntu has snapcraft enabled by default, I suggest trying to switch over to that for the time being: https://certbot.eff.org/lets-encrypt/snap-nginx

You shouldn’t be using the PPA for Ubuntu versions 19.10 and above.
