Can't install certbot on Windows server 2008 R2

Dear Gurus!
I download certbot-beta-installer-win_amd64.exe and try to install Certbot 2.2.0 version on Windows server 2008 R2 but get an error "Api-ms-win-core-path-l1-1-0.dll is missing from your computer". I download it and after that the error is gone, but after starting certbot nothing happens.
How to solve this issue?

I have to ask:
Why are you still on that version?
Unless you are paying for extended support, that went EOL three years ago:

That said, I'm not 100% certain that Certbot 2.2.0 will work on W2K8.
You could try one of the other Windows ACME clients:
ACME Client Implementations - Let's Encrypt (letsencrypt.org)
[I'd try the first on that list. It is very basic/simple and I know it to work with W2K8]
