Im using Asterisk 16.0. I do not use DNS. Can I create a letsencrypt certificate on an IP address?

In a word, no. 
If you’re asking because you don’t have a domain name, many free dynamic DNS services would work fine. You can also get free domains from some places, with conditions.
Not very many CAs offer IP address certificates. (And those that do surely charge a lot more money than it costs to get a domain name.)
