My domain is: docportal.abfr.be

I ran this command:de.midpoints.le4d.manager.Le4dManager.orderCertificateUseHTTPChallenge(Le4dManager.java:181)
I had issues in the beginning with the tool and had too many attempts. The tool works now but I’m unable to request a new certificate.

It produced this output: org.shredzone.acme4j.exception.AcmeRateLimitedException: Error creating new order :: too many certificates already issued for exact set of domains: docportal.abfr.be

My web server is (include version): Domino 10.0.1FP2

The operating system my web server runs on is (include version): CentOS 7

My hosting provider, if applicable, is:

That's bad. You can download the public part, but without the private key that doesn't help.

Then you have to wait. Or add another domain / subdomain as described ( https://letsencrypt.org/docs/rate-limits/ ).

when I look at the first entry in the list, does it mean that as of the 4th of october I can retry ?

Yes, that's correct. 7 * 24 hours after your first blocking entry.
