The EFF has stopped supporting Certbot on Windows. You should use a different ACME Client for new Windows setups.
I highly recommend Certify The Web (link here).
See the EFF announcement below and links for alternatives including Certify. Certbot was never well integrated with IIS and Certify will be much easier.
