I do not have experience with that kind of system. I changed the title so other volunteers with that experience will notice it.

Hi, try Certify The Web https://certifytheweb.com or win-acme https://www.win-acme.com/ as the tool to renew your certificates for IIS. You may want to use a different CA if you are still hitting Let's Encrypts rate limit for failed authorizations.
Currently whatever tool you are using is allowing validation requests to reach IIS which in turn is returning your 404 not found page. For this to work without one of the above special tools the webserver needs to be configured to serve the http challenge response files. Normally this is handled by a plugin for wordpress or plesk and presumably that's what you used before, but it's clearly not working now.
Note that everyone here is a volunteer and nobody is obligated to help you, so please provide as much information as you can to allow them to help if they can. Currently you are being reluctant to provide more information, which does not help the people who are trying to help you.
