Ask for help or search for solutions at https://community.letsencrypt.org. See the logfile /var/log/letsencrypt/letsencrypt.log or re-run Certbot with -v for more details.
Is that really your IP? Because it looks like a URL Rewrite or URL Forwarding service and not a normal DNS A record. I say that because it is for AWS Global Accelerator and many hosting providers use that for such a purpose (like GoDaddy)
Nobody can really help you without some basic information like your domain.
For http validation to work your server running certbot needs to respond to the HTTP challenge, and if you are using something exotic like an AWS load balancer (we're guessing based on the IP address shown) then all the responding hosts need to be able to respond to the challenge with the same reply.

You need to change your DNS config so it has an A record for your public IP. You will need to disable the GoDaddy URL Redirect / Forwarding service to do this. That will not work to setup HTTPS.
