@stevenzhu , when I ran the above on the server’s terminal, all looks good, I can connect and receive back bytes with the ping. I only get the connection error when I attempt to get the SSL certificate.

Note that hardcoding IP addresses like that will no longer work – the API uses different infrastructure now, which uses anycast routing and IPs that do not change frequently. It does potentially sound like an MTU issue, though. Can you post /var/log/letsencrypt/letsencrypt.log from when the issue …
