I don’t think there is ip limit per for request, just limit per account and account per ip.
300 New Orders per account per 3 hours, and 10 accounts per id. try create a new account and retry?
There’s … not a limit exactly but a mechanism that blocks IP addresses that generate “ridiculously excessive traffic” (the wording used in the error message).
If you got that, the block doesn’t expire and @lestaff will have to unblock it manually.

I can help you with this. Can you confirm you've upgraded your ACME client or otherwise investigated and fixed the cause of the excessive traffic?
