I’m still not following. My setup is similar to the way the jquery website works in your example. I use a set of name servers for my domain (ns3, ns4), and other domains use different ones (like phpdev phpdev2).

webehostin.com. has 3 delegation NS records (with 1 IP) and 29 authoritative NS records (with 9 IPs).

cloudflare.com. has 5 NS records.

If webehostin.com. had 1 delegation NS record and 9 authoritative NS records it would function (or not function) in almost exactly the same way, with far smaller packets.

Or if the responses were more minimal.

(Edit: And Cloudflare demonstrates that it's not necessary to have nameservers used by other zones in that zone's NS record set.)

Again, it’s a limit that Let’s Encrypt has applied that isn’t needed.

That's true. It also only comes into play because your domain does things that aren't needed.
