Everything looks fine now. I reran the "curl -I" command 12 hours ago and again this morning and saw what you see. I'm running the command from my WSL terminal which is based in Taiwan.
I still don't get why I saw a different message than you guys when I checked that one time.

I don't know how exactly but maybe it had something to do with "lazy loading" of CA Root store that Windows does (and presumably WSL). See thread below. It's my only guess why various other tests worked fine but only your first one failed.
Now that you have connected properly you should not need to take any actions described in that thread. I linked just for its explanation of lazy loading.
