Obtaining a certificate from Let’s Encrypts requires an ACME client. There are a number of options for Windows. Some of them - like letsencrypt-win-simple and ACMESharp - support automatic installation and renewal on IIS. Their respective docs (README or Wiki) have instructions on getting started.
