If I may add to this off-topic discussion, here in Russia, in tech circles, “Белый айпи” (white ip) is a widely used term for publicly/externally routable IP.

most router will support hairpin Nat, and you will always able to use portforwarded address:port even if it's from inside your LAN. just give it an DDNS name and get cert for that
