Maybe you could use Tor to bypass that goverment service? Certbot should respect common proxy settings for Ubuntu.

There is a way to bypass some security checks. But, I talked with Osiris offline about this and we are not sure what the risks are in your situation.
The option I mentioned is intended for a different kind of problem than you have. Your problem is that someone is able to decrypt and see all the secure traffic leaving your server.
Maybe some other volunteer with more experience will offer suggestions.
As for tor, you can learn about that from google or online at many other places. We are not a networking support forum.
