I use Directadmin server linux, but unistall ssl letsencrypt for domain on server IP 103.74.117.15
I traceroute and ping:

The issue you have is a known issue with DirectAdmin and they’ve got a support article just for this.

I think letsencrypt block ip server so can’t install ssl certificate domain on server

there

you see that your server can't connect Letsencrypt. So you can't create a certificate. Your outgoing connections must work.
