Creating intermediate certificate

my root certificate Shows Another device's untrusted certificate (Neoistone Root CA1) my question is about creating intermediate certificate Using (ISRG Root X1) is it possible

Neoistone Root CA1 sounds like an internal root certificate. I believe you are asking if Let's Encrypt will sign it as an intermediate off one of our roots.

Let's Encrypt will only issue leaf certificates, and will not sign other organization's intermediates. In general, no root CA will issue an intermediate to another organization unless they are also a root CA (or at least complying with all of the rules a root CA must follow).
