Is Cloudflare itself an issue here? I get the misoperating node part, but does the service itself pose a problem?

Right, but it's not the nature of the service, but its implementation and current behavior that pose the issues here, right? I'm just confirming my (in)sanity.
In all fairness, the problem is in DNS.
But that means one (or both) of DigitalOcean and CloudFlare are causing this problem.

The DNS has been refreshed around 8 hours ago and I was able to run certbot again with no issues. I've also tried doing a dryrun just now and I got no errors. I think it really was just the DNS
