Yes. You can take a look in the "Windows" section of
to find options for software applications that can run on Windows to help you with the process of obtaining a certificate. You could also choose to use one of the ones that runs inside a web browser (listed in the "Browser" section of that same post).
As far as I know, none of these tools currently support an automated renewal option. Thus, you would have to repeat the process every 90 days to get a new certificate before the previous one expires.
