There was an issue where the “IfModule mod_ssl.c” was not being recognised.
Can you have a look at that thread - and then comment out the “IfModule mod_ssl.c” lines and see if you have the same issue.
Also, I assume you did install mod_ssl ?
And yes, you should generally be specifying a port
