I have a registered domain name thru Godaddy, my email should be attached.
I use DynDNS to direct to my router, in which I port forward 80 to an internal Windows IIS 10.
Does this qualify? Or will I have to move to a true hosting provider?

I think this will qualify, as long as everyone can reach your website without any issue.
You can test that in letsdebug.net if you want to.
(Generally, publicly facing webserver means everyone on internet can reach your webserver)
