You aren't going to be on a blocklist. You most likely exceeded rate limits and will have to wait until they expire.

Clients that have hit rate limits cannot be removed on an individual basis. Please use the staging environment for testing to prevent these kind of errors.

Please don't re-issue duplicate certificates, but simply use the first one you've gotten issued. Every certificate issuance costs Let's Encrypt in the sense of performance/equipment. Re-issuing duplicate certificates on the production environment without a good reason is abusive and thus there are rate limits in place to prevent this abuse.
