Check the "notBefore" date in one of the issued certificates. Add one hour and you know the date and time of issuance. Use that information to calculate how long you're rate limited.
But even better: don't hit the rate limit at all. Please use the staging environment for testing, so you can test all you want and you don't add more and more load on the Let's Encrypt production infrastructure.

If not, then you will likely run into this problem again and again.
