Timeout after connect (your server may be slow or overloaded) caused by slow Apache reload

My domain is: example.com

I ran this command:
certbot -d example.com --apache

It produced this output:
Timeout after connect (your server may be slow or overloaded

My web server is (include version):
Apache/2.4.52 (Ubuntu)

The operating system my web server runs on is (include version):
Ubuntu 22.04.5 LTS

My hosting provider, if applicable, is:

I can login to a root shell on my machine (yes or no, or I don't know):

I'm using a control panel to manage my site (no, or provide the name and version of the control panel):
no

The version of my client is (e.g. output of certbot --version or certbot-auto --version if you're using Certbot):
certbot 3.3.0

I received the error message "Timeout after connect (your server may be slow or overloaded)" when running the above command. It takes apache 3-4 minutes to reload on my web server, after getting apache to reload in a 1-2 seconds, the error message goes away.

Posting for other users who might experience this.

try use --webroot option so it doesn't need to reload for challenge (apache still need to reloaded to use new certificate though)
