I need help with this:
I have a domain med.ba which I used for testing. Letsencrypt refused to secure it since more than 50 installs were made in the past.
How do I clear this and make a fresh install ?

that would not reset the limit.
Please read
Revoking certificates does not reset rate limits, because the resources used to issue those certificates have already been consumed.
You have already created enough certificates.

crt.sh, the source of my tool, is currently buggy, but Google CT search doesn't show more certificates.
So you should be able to create a new certificate.
But:
- Use the test system, there are own (higher) limits
- 5 failed authorizations in one hour per domain -> wait one hour
