Rate limit for a cluster FQDN

We have many VMs working as a cluster.
They will all individually request certificates (they all have their own private keys)
The SAN list in their requests contains their own unique hostname and the FQDN of the cluster.

Will the 21st node in the cluster that requests a certificate get a failure because the cluster FQDN has been used too many times?

Or are the per Domain rate limits also per account? (i.e. 20 certs that contain example.com, per account ?)

Tte 20/base domain limit is independent of account. You’ll hit the limit in this case.
