The server (I use namecheap) uses cPanel and I DO have shell access.

What is the purchase/registration limit for SSLs? I literally have 113 domains all like TheLocalnessNYC.com (such as TheLocalnessLA.com, TheLocalnessMiami.com, TheLocalnessVegas.com and so forth) and all of them need SSLs. How many different LetsEncrypt SSLs can I acquire? Is there an amount limit or bandwidth limit (though I doubt that there is a bandwidth limit as it doesnt seem applicable)?
Letsencrypt certificates are free, but only 90 days valide. There are limits (5 identical certificates per week per domain, max. 50 different certificates per week per domain), but if you have a lot of domains, this isn't a problem.
But you need a client to automate that. So start there:
