This is one of Cloudflare's many certs they have for their public DNS:
crt.sh | 14704163364 (already linked by @webprofusion in post One.one.one.one fake certificate - EGYPT ISP (WE) - #4 by webprofusion).
No, this is the actual CN of the Cloudflare cert. They have a SAN *.one.one.one in there and for whatever reason also the base FQDN one.one.one.
No, it's just an alternate cert they probably alternate with. It's also valid.
