Well given the Rate Limits are exceeded and you have plenty of time to wait be for getting a Let's Encrypt issued certificate.
Please start by reading Getting Started - Let's Encrypt
And consider testing and debugging are best done using the Staging Environment
And to assist with debugging there is a great place to start is Let's Debug.
Also there are other Free ACME Certificate Authorities to select from as well

Of course you will need your associated PRIVATE KEY to make use of the Certificate; I am assuming you have the PRIVATE KEY(s).

That error tells you when you will be able to get a production certificate again.
Please take account of the documentation and testing resources that people in this thread have shared with you so that you can learn more about the process and also check whether your site (as seen by the rest of the Internet) has the setup that you expect it to.

The error message indicates that we need to wait until 2023-04-14T00:43:53Z before we can try to obtain a new production certificate again.
Also, just for your information, the timestamp 2023-04-14T00:43:53Z that you mentioned in your message corresponds to 2023-04-14 06:13:53 IST (Indian Standard Time) in India. This is because Indian Standard Time is 5 hours and 30 minutes ahead of UTC. I hope this helps.
