Invalid response caused by Web Page Blocked

Hello, I need help generating certificate for my new website git.smartid.or.id

When I execute command:
mylinuxmachine# certbot --nginx -d git.smartid.or.id
There is an Error, about webpage blocked.

Here’s the full output:

I tried to access the web page from regular http its running normally.
What is the problem?

Web Page Blocked

Access to the web page you were trying to visit has been blocked in accordance with Universitas Brawijaya policy.

Looks like you use an university net, so the request is blocked.
