My domain is: kamailio.gcel-legc.ca
I ran this command: sudo certbot --apache -d kamailio.gcel-legc.ca
It produced this output:

I can login to a root shell on my machine (yes or no, or I don't know): No
I'm using a control panel to manage my site (no, or provide the name and version of the control panel):
The version of my client is (e.g. output of certbot --version or certbot-auto --version if you're using Certbot): certbot
It's possible it is a firewall issue but we have checked the rules and everything seems okay.

your output says: It's not ok. Find the blocking instance or a wrong router configuration.

Do I need an externally accessible webserver? Or is it simply just reaching out to the letsencrypt host and not getting a reply. Thanks for the reply!

@cam.d286 , in this case the certificate authority is trying to connect to your webserver over the Internet in order to confirm your control over the domain name.
