I should have been more clear - those 2 plugins were developed and provided as PRs in from branched forks of Certbot – not as standalone projects for inclusion. Neither author decided to repackage their work as a standalone project, and just abandoned their work when their PR was rejected. Unfortunate.

They probably could be repackaged, although 3 years of not keeping up with certbot master probably makes it harder.
