According to this conversation on Microsoft Technet : https://social.technet.microsoft.com/Forums/en-US/d0a39a83-7dcb-4a67-9a62-5120fda04210/how-to-enable-tls-13, you are not alone in wanting it on Windows 2019, but it is clearly not available yet. It also is not in the official Server 2019 documentation.

Thanks, that's bad. Windows 10 has an experimental Tls.1.3, but the Ssllabs / Browsertest doesn't see it.
