Yes this seems to be the rate limiting issue already mentioned in this topic.
DeSEC already published a pull request in december for including their domain in the public suffixes list. However it was not merged yet.
If the domain is finally added to the list you will be able to retrieve certificates for it without hitting the rate limit before even getting a single cert.
Currently the only thing you can do is commenting there to push the PR forwards.
